Presents results of research into current practice with regard to planning obligations. Describes some of the conflicts and tensions inherent in the current system of planning obligations which play themselves out at project level. Shows how the equivocation and confusion which characterise debate over planning obligations have resulted in practice being in advance of policy. This in turn affects the outcome of negotiations between development interests.
