Inserts a new Art 3A into the Council Tax (Chargeable Dwellings) Order 1992 which will ensure that a care home shall be treated as comprising of the number of units found by adding one to the number of self-contained units occupied by or currently unoccupied provided for the purpose of accommodation of the person registered in accordance with the Care Standards Act 2000 Part II. Substitutes a new Class I into the Council Tax (Exempt Dwellings) Order 1992 to take into account provisions in the Care Standards Act 2000 and the Regulation of Care (Scotland) Act 2001. A new Art 6 is substituted into the Council Tax (Discount Regards) Order 1992 following amendments made by the Care Standards Act 2000 to the Local Government Finance Act 1992 Sched 1 para 7.
