Online resources: Summary: This consultation paper invites views on the proposed definition of gypsies and travellers to apply in the context of regulations issued by ODPM under the Housing Act 2004 ss225-226. The proposed definition is: persons of nomadic habit of life whatever their race or origin, including such persons who on grounds only of their own or their family's or dependants' educational or health needs or old age have ceased to travel temporarily or permanently, and all other persons with a cultural tradition of nomadism and/or caravan dwelling. The above definition builds on the planning definition set out in ODPM Circular 01/2006 "Planning for gypsy and traveller caravan sites" (L132486) extends this to capture a wider group whose accommodation needs have often been overlooked. Responses are required by 28 April 2006.
