Reviews the implementation by the Rural Payment Agency (RPA) and DEFRA of the European Union's single payment scheme in England. The implementation had cost £122.3m by the end of March 2006. RPA encountered difficulties in processing £1515m payments due under the scheme and failed to meet its own target to pay 96% of that sum by the end of March 2006. These difficulties encountered in making payments have caused distress to a significant minority of farmers, cost farmers money additional interest and bank charges and undermined the farming industry's confidence in the agency. RPA had underestimated the amount of work involved.
