Reports on the ODPM commissioned research into the identification of key issues relating to the impact of the decent homes policy on Right to Buy (RTB) leaseholders. Explores the practice and cost of service charges being billed to leaseholders in former RTB properties to pay for repairs resulting from local authorities' obligations to bring all council properties up to the decent homes standard by 2010. Recommends improvement in information held by local government about the scale and nature of social landlord residential leasehold ownership and in the quality of information held by social landlords relating to leasehold properties. Also recommends that DCLG provides further guidance on the standards of work to be carried out in flatted accommodation, clarifies the position relating to the decent homes standard and offers further guidance in relation to defining hardship and situations where charges might be deferred or eased.
