Reports the studies and findings of the Carnegie Commission. Aims to influence political debate and government decision-making for years to come. Organisations with an interest in the future of rural communities are encouraged to take a wider perspective and long term view. Advocates a major expansion in community ownership of local assets; a stronger role for parish and community councils; support for rural community development via policy; and assistance in community planning. This is should be delivered by collective strategies of national and local government, landowners, the Social Investment Bank, lottery distributors, third sector agencies, trusts and local communities.
