Examines the efficiency of measures set out by the Department for Communities and Local Government to improve the development management stage of the planning process and to increase planning capacity. Finds that: the Department for Communities and Local Government has increased the number of major applications to 67%; it needs more data to improve the time taken to deliver new housing; pre-application discussions need to be clearer and more consistency is needed in Local Authorities' funding of planning applications.
