Summary: Assesses the potential for the private rented sector to provide an alternative to home-ownership for households who are either priced out of home-ownership, or for whom the risks of home-ownership are too high. Owner occupation is taken as the default tenure to which most people aspire. Investigates its customer base, prospects for private rented sector demand and rents; an investigation of the impact of extending security of tenure and introducing second generation rent controls in parts of the sector; and the economics of small-scale versus institutional investors. International comparisons are used where relevant.
