The annual survey of nearly 20 000 households shows that there was a rise from 17.2m households in England in 1981 to 20.9m households in 2002-03. The number of households renting from councils fell from 5.1m in 1981 to 2.6m in 2002-03, however there was an increase in the number of households renting from a registered social landlord - up from 0.4m in 1981 to 1.2m in 2002-03.
