The District Planning Officer recommended approval but the authority refused the application on the grounds that, although the buildings on the site were run down, the new buildings would not bring about any improvement as they would be more intrusive. T`s appeal to HC was dismissed. T appealed to CA on the grounds that the new building would in fact be smaller. The inspector had not taken into account demolition of buildings outside the planned area for new buildings. The appeal was dismissed as the main new building was to be larger than the old main building.
