This paper examines these consortia and, in particular, the structures they can adopt, their funding arrangements and the role of lead and participating associations. The paper also examines a number of problems that can face a consortium including, inter alia, allocation of allowances and savings in costs, default and conveyancing and suggests possible solutions to those problems.
