Explains amendments to the duty of care obligations and discusses the implementation of the Waste Incineration Directive 2000/87/EC (WID). Key changes to duty of care obligations include the application of the European Waste Catalogue as set out in the Landfill (England and Wales) Regulations 2002 Reg 19 and the Environmental Protection (Duty of Care) (England) (Amendment) Regulations 2003. The latter regulations give local authorities the power to serve notices on duty holders requiring the production of waste and transfer notes. Also examines the legislation and national measures required to implement WID and provides a summary of the existing regulatory regime for incinerators in England and Wales.
