Public Private Partnerships (PPP) in all forms is at the heart of UK government thinking and, including the Private Finance Initiative (PFI), has been a success story in England and Wales after number of high-profile projects came out of Scotland. However now Scotland is struggling to find project bidders as successful Scottish project leaders have gone across the border to run projects in England and Wales. Notes that the decline in the number of Scottish bidders may be due to a change in the former flexibility of Scottish government, aslow down in communication and less space for local units to get things done and also the fact that margins appear lower in England. Nevertheless there are still a number of small projects and projects have been broken down into chunks to circumvent this. Scottish PFI legal advisers have been in high demand in Australia, Ireland and the Cayman Islands.
