Paras 3.15.A and 3.19 had been amended following "Shimizu (UK) Ltd v Westminster City Council" (HL, Abs56626). "Shimizu" held that demolition of a listed building in the context of the Planning (Listed Building and Conservation Areas) Act 1990 involved the pulling down and removal of a whole building. Demolition of only part of a listed building was by contrast an alteration.
