Discusses the regulations that are due to be introduced by Whitehall and the EU over the next few years. A focus on social and environmental policy is resulting in many directives and these have caused concern in some areas about the resulting increase in costs, particularly for smaller firms. The legislation includes the EU Emission Trading Scheme, effective from February 2005, where energy intensive material producers will be given a carbon emission target for each of their installations. There is also Building Regulations Part L which is effective by early 2006 and has proposals for the latest revision of energy regulations.
