Exploitation of the right to buy scheme by companies - London ODPM 2003

This research paper, funded by the ODPM, assesses the potential for exploitation of the Right to Buy scheme (RTB). The report is principally concerned with companies who offer incentives to council tenants to exercise their RTB, lease the property and then purchase it after the discount repayment period has ended. The report also considers the exploitation of elderly people by relatives wishing to use the RTB as a means of acquiring property. View the report at www.housing.odpm.gov.uk/. A summary is also available.
