As the trend towards out-of-town retailing grows, and retailers` requirements change, this article describes the problems now being faced by local authorities in meeting these needs. Looks back over the partnerships which developed between local authorities and developers in building town centre schemes in the 1960`s and early 1970`s, and how they accelerated the pace of progress. Local authority competition is also discussed , with guidance on how to deal with submissions from developers and how councils` can play a positive part in responding to town centre pressures.
