Report suggesting that whilst not enough homes are being built to meet demand in southeast England the cost of building those homes is likely to outweigh the benefits. Calls on government to reconsider spreading the proposed developments across a wider area including the Midlands and northern England and to concentrate development on existing brownfield sites.
