Consultation of the draft Housing Bill, as published at 31 March 2003. The Bill aims to replace the housing fitness standard with the Housing Health and Safety Rating System (HHSRS) to enable enforcement against unacceptable housing conditions; to introduce a mandatory licensing system for HMOs; to give local authorities the power to licence landlords in areas where efforts to create sustainable communities are being frustrated; to introduce home information packs; and to modernise the right to buy scheme.
