This report reviews the system for valuing property for Right to Buy (RTB) purposes by local authorities and by the Valuation Office Agency (VOA). The ODPM commissioned research was prompted by a 50% increase in the number of RTB valuation appeals and aims to identify the extent of and reasons for variations between local authority and VOA valuations of the same property.
