Brings various provisions of the Commonhold and Leasehold Reform Act 2002 into force in England on 30 September 2003. These include ss71-113 (allowing long leaseholders to collectively manage their building), 150-155 (service charges), 157-159 (challenging charges under leases and estate management schemes) 163 and 173-176 (extension of jurisdiction of leasehold valuation tribunals) and 172 (application of landlord and tenant provisions to Crown land).
