Amends the Leasehold Reform (Collective Enfranchisement and Lease Renewal) Regulations 2003 which set out the procedure to be followed in relation to applications for collective enfranchisement and lease renewal, made under the Leasehold Reform, Housing and Urban Development Act 1993. Consequential to amendments made to the 1993 ss13 and 39 by the Commonhold and Leasehold Reform Act 2002 s120 and Sched 14 abolishing the residence test. View at www.legislation.hmso.gov.uk
