Makes provision in England for the administration and enforcement of Council Regulation/1782/2003 and Commisson Regulation/796/2004 in relation to cross compliance under the new system of direct support schemes under the Common Agricultural Policy. Cross-compliance is defined in the Explanatory note. Reg 3 designates the SoS as the competent national authority responsible for providing farmers with a list of the statutory management requirements and standards of good agricultural and environmental condition .
