Makes provision in Scotland for the administration and enforcement of Council Regulation/1782/2003 and Commission Regulation/796/2004 in relation to cross compliance under the new system of direct support schemes under the Common Agricultural Policy. Reg 4 and Schedule define the requirements of good agricultural and environmental condition in Scotland. Reg 5 designates the Scottish Ministers as the competent control authority for providing farmers with a list of the statutory management requirements and standards of good agricultural and environmental condition.
