ODPM consultation paper on upward only rent reviews (UORR) seting out six options: 1) do nothing; 2) ban upward-only rent clauses; 3) ban UORRs subject to a floor of the initial rent; 4) give tenants a right to break if the UORR produced a rent above open market levels; 5) limit lease length; 6) require landords to give prospective tenant priced options.
