Supersedes 1992 editon (J704). Provides practical guidance to the controls set out in the Planning (Hazardous Substances) Act 1990 and the regulations made under that Act. The Act requires hazardous substances consents to be obtained for the presence of hazardous substances at or above specific amounts, known as controlled quantities. Explains the objectives of the controls and the procedural requirements that apply in England and takes account of the changes to the consent procedures introduced as a result of the Seveso II directive (Directive 96/82/EC) on the control of major accident hazards.
