The Commons Bill seeks to give effect to the recommendations set out in the Common Land Policy Statement with respect to the registration of common land and town or village greens, works and fencing on common land and the agricultural use and management of common land. It does not generally change the law regarding town or village greens other than the registration of greens and the criteria for registering new greens. Part 1 provides for commons registration authorities to maintain registers of common land. Part 2 enables the appropriate national authority to establish commons associations. Part 3 introduces a streamlined regime for applications to undertake works on registered common land and Part 4 contains schedules of amendments, repeals and general provisions. The Bill extends only to England and Wales.
