This consultation paper on the operation of empty dwelling management orders (EDMOs) sets out how the primary legislation is intended to operate and how secondary legislation is to be implemented. EDMOs will enable local authorities to take over temporary management of longer term unoccupied houses and flats so that they can be let out to tenants. Properties will revert to their owners on an agreed date (or sooner if the owner requires) provided that due notice is given and arrangements to repay any reasonable costs incurred by councils are settled. EDMOs are included in the provisions of the Housing Act 2004 and are designed to operate as a back up to existing local authority services such as leasing arrangements. New powers are expected to come into force by the end of 2005. Responses are required by 14 October 2005.
