Provides guidance on the operation of the development control system provisions commenced on 24 August 2005 which are contained in Part IV of the Planning and Compulsory Purchase Act 2004. The Circular covers: powers to decline to determine applications; the duration of permission and consent; the duty to respond to the consultation, and regional planning bodies as statutory consultees. The guidance in this Circular only relates to England. A further circular will be issued when measures are commenced in relation to Wales.
