This report gives early feedback to the ODPM on the implementation of the Key Worker Living (KWL) initiative setting out the preliminary issues identified at this stage which will be explored and tested in depth in the remainder of the evaluation. Launched in March 2004 KWL is a £690m ODPM funded programme which seeks to address recruitment and retention problems by providing housing solutions to key front line personnel in public services such as education, health and community safety. The evaluation surveys the emerging issues relating to recruitment and retention, the zone agent model, eligibility and the key issues involving the products such as Key Worker Homebuy offered by KWL.
