One of a series of consultation papers on the implementation of provisions set out in the Housing Act 2004. The powers in the Act relating to tenancy deposit schemes require secondary legislation to be brought into force. Sets out how the powers in the primary legislation are intended to operate and how these will be implemented. Considers a number of practical issues to be considered prior to implementation which will be tackled through secondary legislation. Responses are required by 1 February 2006.
