Planning Etc (Scotland) Bill

The Bill as introduced on 19 December 2005 makes further provision relating to town and country planning in Scotland and provision for business improvement districts and for connected purposes. Major proposals contained in the Bill are a new hierarchy for development, new requirements for Local Authority development plans to be updated every five years, a new statutory basis for sustainable development and Business Improvement Districts (BIDs). No Third Party Right of Appeal is included in the Bill, but a PAN is due to be issued later on the topic of public engagement.
