It replaces DoE Circular 01/94 "Gypsy sites and planning". It covers the planning process, transitional arrangements, sites in rural areas and the countryside, mixed planning use and major development projects. Also comments on applications, sustainability, enforcement, appeals, human rights, race relations and monitoring.
