Sets out proposals for consultation on three key aspects of RICS' regulatory framework: regulation of firms, a principles-based approach to rule making and enforcement and penalty processes. These proposals are prefaced by an overview of regulation which describes the regulatory regime of RICS, reasons for reform and the main headings of Sir Bryan Carsberg's recommendations (L129322) to RICS in April 2005. Comments from RICS members and other stakeholders are required by 13 March 2006.
