Examines what commercial, political and social factors will influence the development of local retailing up to 2015. Predicts that the independent and small shops sector in the UK could become an endangered species by 2015. Recommends that councils should have explicit planning powers to protect the diversity and vitality of local retailing, have a greater say over shopping issues and produce retail strategies in their local development plans. Advocates greater use of the Town and Country Planning (Use Classes) Order 1987 and mixed-use developments to safeguard the retail mix and makes a case for the creation of regeneration units in councils and Regional Development Agencies tasked with developing local and regional retail plans.
