RICS view licensing of houses in multiple occupation - London RICS 2006 - RICS Position Statement 6 April 2006 .

Three types of mandatory licensing were introduced on 6 April 2006 as part of the Housing Act 2004: mandatory HMO licensing, additional HMO licensing and selective licensing. Properties with three or more floors and five or more tenants belonging to two or more households are required to hold a licence from their local authority. Licensing aims to raise management and amenity standards in HMOs. Landlords or their agents will have to demonstrate that they are fit and proper against criteria set on the licence application form. Summarises the RICS view on this development and puts forward RICS recommendations.
