Takes a first-principles look at the regulation of the non-public affordable housing sector in England. Suggests that the system for regulating affordable housing providers is under pressure from a number of challenges. Identifies and evaluates the feasibility of two options for reforming the regulatory system: a modernised registration system and an accreditation or licensing system. Concludes that the affordable housing sector is likely to change substantially over the next few years and that a review of regulation is timely with a view to reform.
