A barrister gives his legal opinion on public access to building plans deposited with the local authority under the provisions of the Building Act 1984 and the Building Regulations 1985 . Concludes that plans are not documents which come within the provisions of the Local Government Act 1972 ss225 and 228 and that the public do not have a right of inspection.
