Aims to help local authority planning departments assess the cost-effectiveness of their use of planning obligations by encouraging them to look at the Value for Money (VFM) aspects of the process rather than the outputs and outcomes. Discusses how VFM principles apply to planning obligations and puts forward the questions councils should ask themselves to determine: what is required and achievable in their area under the Town and Country Planning Act 1990 s106 and are they in a strong position to deliver?
