Sets out the government's preferred approach on three key aspects of the proposed additional powers for the Mayor of London: the thresholds defining applications as being of potential strategic importance and hence must be referred to the Mayor, a policy test that the Mayor would need to apply to those applications he sees to decide whether his intervention would be justified and changes to some processes and procedures for referral of the applications to the Mayor. Responses are required by 2 November 2006.
