A report prepared for the British Property Federation, the Confederation of British Industry, the Home Builders Federation and RICS which sought to examine how Planning Gain Supplement (PGS) would operate in practice. Eighteen case studies were examined to judge the impact of PGS, and interviews were carried out with developers and landowners. The research found that the biggest impact would be on small developments which could incur extra costs through PGS.
