Report on the progress in a pilot project involving 23 local authorities working with developers to create Planning Delivery Agreements (PDAs). The pilot project, originating in the January 2006 DCLG and Advisory Team for Large Applications report on PDAs, is trialling the use of PDAs as a management tool to aid the efficient handling of major applications. PDAs are not guarantees of particular decisions but a mechanism focused on improving the process for dealing with the pre-application and application process.
