Sets out recommendations to ensure that planning policy and procedures support economic growth, whilst delivering sustainable development goals. Key recommendations include: updating planning policy for economic development (PPS 4); introducing a new system for dealing with major infrastructure projects; streamlining policy and processes; promoting a positive planning culture; encouraging the review of green belt boundaries; removing the need for planning permission for small commercial developments that have little wider impact; ensuring that SoS decisions focus on vital, strategic issues; and introducing a Planning Mediation Service to speed up the appeals system.
