Outlines government's proposals for a new system of planning obligations in England and their operation if a Planning Gain Supplement (PGS) is introduced. Following on from proposals in the 2005 PGS consultation (ISBN 1845321278), this consultation seeks feedback on more detailed aspects of the scope of the new system. These include: the development site environment approach; developer contributions to affordable housing; transport contributions; treatment of in-kind contributions of land for public and community facilities on large sites; and the relationship between planning obligations and planning conditions. Consultation deadline is 28 February 2007.
