Covers two phases of research into how the Government's decent homes programme is being implemented. Firstly, detailed case studies of 14 Local Authorities (LAs) and four Registered Social Landlords (RSLs). Secondly, a follow-up survey of all LAs and a large sample of RSLs covering energy efficiency work carried out and use of the Energy Efficiency Commitment.
