In light of increases in estimated cost for individual road schemes, this report examines the Highway Agency's cost estimating and project management of its major roads programme. Recommendations for improving estimates include a new investment management process, the establishment of a strong in-house commercial management capability, development of an index of highways construction costs, and better use of contract cost data. Other suggestions cover risk management, the Agency's method of procurement, and delivery capability.
