Examines the effectiveness of the current national planning policy framework for enabling economic development schemes. Concludes that an updated policy statement is necessary, and should draw together the strands of planning strategy and reflect economic changes that have taken place. Describes the role of Regional Development Agencies (RDAs) as influencing national planning policy in addition to enabling local developments. Finds that economic objectives are not given as much weight as other policy objectives due to the complexities of policy. States that while the ODPM has tried to simplify planning policy, more streamlining is required. RDAs feel that piecemeal superseding of the PPG4 Planning for Economic Development guidelines has led to confusion and a lack of cohesive strategy. Outlines PPG4's current use.
