Proposes the establishing of a number of strategic metropolitan transport authorities for large city areas. Discusses areas which have improved their transport systems and lists the objectives which such authorities should aim to achieve. These are primarily social and environmental. Functional delivery of such agencies should include road and congestion management, managing demand and behavioural change, and planning infrastructure developments. States that primary legislation is required to provide such powers, and that funding must come from central government.
