Presents detailed proposals for reform of the planning system. Proposes a new system for major infrastructure developments. This aims to improve speed, responsiveness and efficiency in land use planning. Community involvement in major infrastructure developments is also highlighted. Proposes a simplification of the local planning system for householders, so that minor building works do not require planning permission if neighbours are unaffected. Proposes that planning should support schemes which help tackle climate change. Emphasis is also placed on planning's role in increasing social cohesion and the vibrancy of town centres. Also makes a Government commitment to protect green belt areas.
