Considers the need for regulation and the shortcomings of the current system. Recommends the creation of a statutory regulatory body, independent from government. It should empower and protect tenants while ensuring a continuing housing supply with choice of provider at all levels. It should implement a registration framework for providers. Recommendations are made to both the Secretary of State and to the regulator as to its operation and powers.
